CITIC Construction won the bid for the first and second phases of AI Khairat heavy oil power plant in Iraq on September 29, 2021. Yang Jianqiang, Deputy President of CITIC Construction, held talks with Mazin Wajih, Chairman of Harlow International, in Dubai representative office, and received the letter of acceptance issued by Mazin Wajih. Besides, the two parties signed tahe meeting minute on the following work of the project and agreed to sign a formal EPC contract before the end of October this year. It is estimated that the contract value of each phase of the project is about 2.85 billion U.S. dollars.
On September 3, 2021, CITIC Construction successfully signed the EPC general contract for the Kirkuk oil refinery in Iraq. Chen Xiaojia, Chairman of CITIC Construction, and Jalal Haji Ahmed, Chairman of Iraqi Rania International, signed the contract in Beijing and Dubai respectively via video link.
On July 22, 2021, the 12th International Infrastructure Investment and Construction Forum co-hosted by China International Contractors Association and Macao Trade and Investment Promotion Institute opened in Macao. The forum, themed on "jointly promoting the new development of international infrastructure cooperation", focuses on financial innovation and the combination of industry and finance, and highlights the new opportunities and challenges under the background of "double carbon drive"(peak carbon dioxide emissions before 2030 and achieve carbon neutrality before 2060). Ho Iat Seng, Chief Executive of the Macao Special Administrative Region, Ren Hongbin, Assistant Minister of Commerce of China, and other officials addressed the conference. Fang Qiuchen, President of China International Contractors Association, presided over the opening ceremony. Chen Xiaojia, Chairman of CITIC Construction and Vice President of China International Contractors Association, was invited to attend the forum, accompanied by Yang Jianqiang, Executive Vice General Manager of CITIC Construction.
On May 10th, 2021 in Venezuela, CORPOVEX and the Ministry of Water Resources, the owner and end-user of seawater desalination project on Margarita Island signed a final acceptance letter to CITIC Construction, marking the handover of the main plant and the whole desalination system and that CITIC Construction has performed full contractual responsibilities and obligations as the contractor.
On April 19, 2021, on behalf of Chamber of Commerce Angola-China (CCAC), CITIC Construction signed a Memorandum of Understanding on the Implementation of the “Professional Internship Program” with the National Bureau for Employment and Vocational Training of Angola. Gong Tao, Chinese Ambassador to Angola attended the signing ceremony and delivered a speech. The Governor of Luanda, Angola, the Chief of the Presidential Office, the Minister of Education, the Minister of Youth and Sports, the Acting Minister of the Ministry of Public Administration, Employment and Social Security and the State Secretary were present at the ceremony. Guo Sen, Deputy General Manager of African Division of CITIC Construction, signed the memorandum and gave a speech on behalf of CCAC.
On April 15, CITIC Construction Labor Union invited experts from Traditional Chinese Medicine (TCM) hospitals to provide occupational health guidance for staff members. Volunteers from the Comprehensive Administration Department of the Domestic Business Division provided services for the event.

The gas turbine for the self-provided power station of the potash fertilizer project undertaken by CITIC Construction in Belarus was successfully hoisted in place on March 22, 2021. The representatives of the project owner were present.
The project is located about 20 kilometers southeast of Amarah,Maysan.
